The Topsham Mooring Management Committee was set up by Public Meeting in October 1988.  Topsham Mooring Owners Association was constituted and the Constitution approved in December 1995 following the granting of a Regulation Lease for the foreshore and bed of the River Exe at Topsham to the Trustees of its predecessor, the Topsham Mooring Management Committee, by the Crown Estates Commissioners who own the bed of this part of the Exe Estuary.
